A Major Boost to Internationalisation of Higher Education under NEP 2020

Bengaluru, June 5: In a significant milestone for the internationalisation of higher education in India under the National Education Policy (NEP) 2020, the Ministry of Education has granted a Letter of Approval (LoA) to the University of Liverpool, United Kingdom, for establishing its branch campus in Bengaluru, Karnataka.

The Letter of Approval was formally handed over by Dr. Vineet Joshi, Secretary, Department of Higher Education, Ministry of Education, and Chairman of the University Grants Commission (UGC), to Professor Richard Grose, Provost of the University of Liverpool Bengaluru.

The ceremony was witnessed by Union Education Minister Shri Dharmendra Pradhan, External Affairs Minister Dr. S. Jaishankar, and UK Foreign Secretary Rt. Hon. Yvette Cooper. The event also saw the participation of several senior dignitaries from India and the United Kingdom, including Foreign Secretary Shri Vikram Misri and British High Commissioner to India Ms. Lindy Cameron.

The University of Liverpool had earlier received a Letter of Intent (LoI) on May 26, 2025, under the UGC (Setting Up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023. Following the successful completion of academic, infrastructure, and regulatory requirements, and after a comprehensive assessment by the UGC, the institution has now been granted approval to commence operations in India.

The Bengaluru campus will offer undergraduate and postgraduate programmes in disciplines such as Business Management, Computer Science, Game Design, Finance, and Biomedical Sciences. The university also plans to introduce additional academic programmes in the coming years.

The establishment of the University of Liverpool's Bengaluru campus marks another important step in implementing the vision of NEP 2020, which emphasizes international academic collaboration, enhanced student mobility, and the presence of globally reputed institutions in India.

Education cooperation remains a key pillar of India-UK bilateral relations, and the opening of the University of Liverpool campus is expected to further strengthen educational and research partnerships between the two countries.
