Bhubaneswar, 15th Feb, 2026: The Odisha Cabinet has approved the state Budget proposal for 2026-27. The decision was taken on Saturday, February 14, 2026. The total expenditure is expected to rise by about 9 percent to Rs 3.15 lakh crore. In 2025-26, the Budget size was Rs 2.9 lakh crore.
More than 60 percent of the total allocation will be spent on development programmes. Programme expenditure is likely to increase by 11 percent. Capital expenditure, considered as the engine of growth, will also grow at the same rate.
Chief Minister Mohan Charan Majhi will present the Budget for 2026-27 in the Assembly on February 20. The government aims to balance development across sectors despite limited resources.
Revenue and Resource Estimates
Revenue income is expected to grow by about 8 percent and cross Rs 2.5 lakh crore. The remaining funds may be raised through loans.
The state’s own tax revenue is projected to increase by 10 percent to Rs 72,000 crore, compared to Rs 66,000 crore in 2025-26. Non-tax revenue may rise by 9 percent to Rs 65,000 crore.
The state is expected to receive Rs 67,460 crore as its share of central taxes, which is 7 percent higher than the current year. However, the revised estimate in the Union Budget of India reduced the earlier projection.
Central grants are estimated at Rs 43,000 crore. The estimate in the last budget was Rs 41,592 crore. So far, only 24 percent of the estimated grants have been received till December.
As recommended by the 16th Finance Commission, the Disaster Response Fund has been increased to Rs 11,867 crore for five years. The Centre will also transfer funds to the State Disaster Response Fund and autonomous bodies during this period.
Pre-Budget Consultation and Concerns
Chief Secretary Anu Garg said the government received suggestions from 19 experts and around 2,000 citizens online. Former finance minister Niranjan Pujari advised caution on rising borrowings.
Business leader Sudhakar Panda stressed stronger support for agriculture and retail. CREDAI Bhubaneswar President Sheikh Mirajul Haq called for policy support for the real estate sector.
Fiscal Performance Review
Reports show that only 57 percent of the current year’s Budget has been spent in the first 10 months. Capital expenditure remains a concern, with only 46 percent utilised till January.
Despite these challenges, the government expects the 2026-27 Budget to be growth-oriented and youth-focused, in line with the vision outlined earlier by the Chief Minister.
