TRAI Rolls Out 1601-Series for Service Calls

The Telecom Regulatory Authority of India (TRAI) has initiated the phase-wise implementation of the 1601-series for service and transactional voice calls by entities outside the Banking, Financial Services and Insurance (BFSI) sector and government.

Phase-I Sectors

The first phase will cover:

·         Utilities: Electricity distribution companies, water utilities, city gas distribution companies, LPG providers and other utility service providers.

·         Courier and Logistics: Courier companies, express logistics firms, parcel delivery services, freight operators and other logistics providers.

Key Features

The 1601-series numbers will be directly allotted to verified eligible entities by telecom service providers (TSPs), rather than through intermediaries or aggregators. This is expected to help consumers distinguish genuine service calls from fraudulent calls made using ordinary 10-digit numbers.

TSPs have been directed to complete the onboarding and migration of eligible Phase-I entities within 90 days of the order.

The 1601-series will be used only for service and transactional calls. Promotional voice calls will not be permitted through these numbers.

The move follows the successful adoption of the 1600-series for service and transactional calls by the BFSI sector. The 1600-series will continue separately for BFSI and government entities, while the 1601-series will serve other sectors in a phased manner.

Key Advantages of the 1601-Series

1.      Helps identify genuine calls
Consumers can more easily recognize legitimate service and transactional calls from utilities, courier and logistics companies through the dedicated 1601-series.

2.      Reduces impersonation and fraud
Fraudsters often use ordinary 10-digit mobile numbers while pretending to represent genuine organisations. Direct allocation of verified 1601 numbers makes such impersonation more difficult.

3.      Builds consumer trust
A distinct numbering identity gives consumers greater confidence when receiving important calls related to electricity, water, LPG, courier deliveries, parcels and other services.

4.      Separates important types of calls
The numbering framework creates a clearer distinction between:

o    1600-series: Government and BFSI service/transactional calls.

o    1601-series: Eligible entities in other sectors, initially utilities, courier and logistics.

o    140-series: Promotional or marketing calls.

5.      Stops promotional use of 1601 numbers
The 1601-series is restricted to service and transactional voice calls. It cannot be used for promotional voice calls, helping consumers distinguish genuine service communications from marketing calls.

6.      Verified allocation to genuine entities
Telecom Service Providers must verify an organisation's eligibility before assigning a 1601 number. This provides an additional layer of authentication.

7.      Improves delivery of important service information
Genuine calls concerning deliveries, utility services, transactions and other customer-related matters are less likely to be ignored as suspected spam.

8.      Strengthens the fight against telecom-based fraud
The system supports India's broader efforts to prevent misuse of telephone numbers and protect citizens from fraudulent communications.

9.      Creates accountability for businesses
Since the numbers are allocated directly to eligible entities after verification, organisations using the 1601-series have a clearer and more accountable identity.

10.  Can be expanded to more sectors
The rollout is phase-wise, beginning with utilities, courier and logistics. This allows the framework to gain experience before potentially extending it to other sectors.

The 1601-series creates a trusted identity for genuine service calls. It can help consumers distinguish legitimate calls from fraudulent ones, improve trust in voice communications and strengthen India's broader telecom-based fraud-prevention framework.
