The National Human Rights Commission (NHRC), India, has reviewed 86 alleged bonded labour cases involving brick kilns across various districts of Haryana through an online hearing. The proceedings were chaired by Justice V. Ramasubramanian in the presence of senior NHRC officials and representatives of the Haryana Government, including Chief Secretary Anurag Rastogi, Labour Commissioner Vijaykumar Bhavikatti, and District Magistrates.
During the hearing, Justice Ramasubramanian observed that several cases lacked proper examination and credible evidence required to identify bonded labourers. He directed officials to strictly follow the Standard Operating Procedure issued by the Ministry of Labour and Employment on 14 May 2026 for identifying, rescuing, and rehabilitating bonded labourers, as well as prosecuting offenders.
The NHRC Chairperson also stressed the need for a dedicated helpline for labourers, supported by proper employment records, to help report and monitor cases of bonded labour more effectively.
NHRC Joint Secretary Samir Kumar urged the state authorities to implement the Commission's Advisory 2.0 on the Identification, Release and Rehabilitation of Bonded Labourers and ensure timely compliance with NHRC directions.
The Haryana Chief Secretary, Labour Commissioner, and District Magistrates assured the Commission that all 86 cases would be re-examined and detailed reports submitted. The state also committed to complying with Supreme Court directives and applicable laws to ensure prompt action in bonded labour cases.
